Step 3. Now is need to find this SiriPort.ru (Original-iOS 7 +) and install this service.

Step 4. Is need to Reboot your iPhone 4.
Step 5. Then is need to open setings in SiriPort.ru (Original-iOS 7 +).
Step 6. Then is need to install the certificates.
Step 7. Now Reboot your iPhone 4 again.
